Fertilizer application before rain?

I only use urea in the spring. Tempted to apply yesterday but still had some wet spots. Another concern was the prediction of 1-3 inches of rain today. I always assumed a light rain at the start would get it in the soil.

How much loss would be possible with a large rainfall?

I don't generally worry about it unless I'm leaving it on the surface and there's potential for the water to really run off the field. I'm also a big believer in agrotain. It's proven itself to me to be cheap enough insurance. Of course it won't help if it runs down the creek.
