It has dried up early this year, and I am already seeing low voltage on some remote energizers. No pressurized water there. Thinking out taking the water wagon out the an letting a couple hundred gallons of water seep in by the grounding rods. I assume this will work better than adding more dry rods? Any other ideas?

Solid bet with watering existing ground rods. You can also add more ground rods at other locations around fence and connect to one of the existing non electrified wires to improve your ground connection along perimeter of fence. It's been pretty darn dry here too this year. We get a tenth or so here and there. Just enough to keep it green, but not growing real well.
