Fence specifications in easement lease

I am a newbie who is reviewing the fencing specifications in an easement lease and not sure what it all means and if it is sufficient. The easement is for utilities through cattle property on each side in Calif.

The new fence specifications shall be as follows: 1) Posts shall be T113 x 6 foot long on 8 foot centers; and 2) barbed wire shall be commercial galvanized 2 point, 12 gauge.

The best way I have seen it done is to get quotes to provide the company and they pay who you want to build the fence, how you want it.

Most of these utilities are not using fence builders, they are just using general crews who also do fence and it will not be near the quality.
 
From what I can gather from Google. It is a metal T-post or something that can be driven with a t-post driver.
 
What is missing is how many strands of wire there will be. One strand of wire won't hold them too well. Six strands is probably over kill.
 
The "new" fence they put on the pipeline looked good. But the wire broke over and over. I finally replaced it all. Easier than rounding up the cows. "commercial grade" wire concerns me.
 
It’s seems like an odd list of specifications. Posts every 8’ seems like overkill to me, but then they specify 2 point barbed. Maybe it’s regional, but I’ve never seen that used around here. As mentioned, they don’t mention how many wires, which is more important that the number of points. I was thinking the “commercial galvanized” was to prevent someone from trying one of those DIY galvanizing methods. Just guessing. I have no idea what a T113 post is. Is that 6’ of post above the ground, or before driving?

Many things in an easement lease can be negotiated. Work the the folks from the utility company and see if they won't simply build it to specifications you want.
