False Heat?

We have a 16 mo heifer that has been with a been with a bull calf (not related) since they were weaned. We were hoping she would be bred because they were not related and also this bull was smaller and less danger of the heifer being injured.

Never saw any signs of heat but we could not keep the bull calf any longer so to the sale barn he went.

Two weeks ago the little heifer started showing signs of heat. Our bull (her father) was about to come through the fence to get to her. We have a yearling bull calf (half brother) that was doing his best to get to her also. He mounted her and there was penetration at least twice. Not what I was hoping for.

Yesterday, she was showing signs of heat again so we shuffled her off to a different pasture to keep our bull from getting to her.

Was the first sign of heat two weeks ago a false heat?
The yearling bull is 14 months old. Is he not old enough yet?
