Electric Fence Pulsing Slower

My fence is only pulsing once every 6 secondS or longer. A lot slower then it used to. I don't see or hear any shorts. Could cold weather do this to a charger? It's a Zareba AC 50 mile, I have it outside, in a bucket under a trashcan, so it's out of the rain. My other chargers are Parmak and I've had no problems.

Is it Battery or AC? Have you put a fence tester on the line...like a Gallagher smart fix or another brand?
Unhook fence from the charger and see if it still pulses slower, if it starts pulsing normally after its unhooked...you probably got a short of somekind down the line.

I've noticed with 12 volt chargers when the battery gets real low that they pulse slower.
