I screwed up last year and disked and reseeded a 5 acre field. Unfortunately when I reseeded it was wet and I cut ruts in the field. Will running a cultipacker over it now hurt the clover growing. Is there a certain stage the clover is in that would not hurt it if I tried to level the field out with my cultipacker? At this point the field is so bad it not cuttable let alone balable.

Unless the ground is really soft a cultipacker isn;t going to do much more smoothing it out. You may have to sacrafice the clover and disk it at 45 degree abgles a couple of times to get it smooth Or disk it crosswise and drag it cross ways to that.
