There are a bunch of different treatments that are used in this area for hairy heel warts (aka digital dermatitis). Squirting with tetracyclene, packing with aueromicin and wrapping the foot, copper wash foot baths, walking through barn lime. They all seem to be about as effective which is to say they'll clear up but as soon as damp muddy weather returns so will the warts.
There are commercial products developed, or at least advertised, as being an easy sure cure. Look in Hoards dairyman.
