I will have to throw my hat in the ring here:
OT - I am a Canuck - and even I cannot buy land in Saskatchewan and be a non resident of the province. Actually, I may be somewhat wrong there - if I remember correctly there is an acreage size limitation for non resident owners. Have to move there to own enough to graze. Remember they are even more socialist as a whole than the entire country is. have a couple of Yanks not far from here who are in the corn growing business - not dodgers - just new residents. Personally, if I was them I would have stayed home. Better there in many regards than it is here.
As for the country taking in draft dodgers - yup - we do. Not happy about it but, this country has gone to the dogs in many regards - everyone has their hand out for a freebee.

My comment about service and foreign countries. I personally served for a short time on the USS Mount Whitney - exchanging with the US Navy. I drove Hornets while in the Canuck Air Force - and I have had the "pleasure" of ducking on a few occaisions while visiting foreign lands because the residents were rather preturbed about my being there - those lands had lots of supplies for cat litter boxes and one other country was rather overgrown in forests and vines.
But then again, I am just a lowly Canuck who raises cattle now.
Still and all I tend to be cautious about throwing out words - they tend to be like bullets - they hit hard, they hurt like heck and they can never be called back. Got that T-shirt many years ago.
