I've always wondered this to. In texas I have to get a applicator licence but for a year or so I tried to get it all setup through the extension office and something was alway wrong and we couldn't get on the same page.

If I could buy 2.5 gallon jugs online without the licence I'd just do that.
 
A neighbor thought he was going to cut a fat hog in the azz by getting something (don;t recall what it was) online. The price was really cheap compared to local, and there wasn;t any "shipping". Turned out the percentage of the active ingredient was less then the local and although the "shipping" was free, the HAZMAT fee really stuck it to him.
