BSE Testing?

So why did the USDA sue to stop Creekstone Farms from testing? USDA won correct? I have read some stuff with strong opinions and no citations so I would like to understand the whole story.

In a nutshell- the number 1 reason is that the Big Packers (Tyson, Cargil, Swift, etal) did not want to do it-- and did not want any of the smaller Packers gaining a potential marketing advantage on them- even tho it could have opened up many export markets as well as domestic sales....
And for years the USDA was in the pockets of the Big Packer Lobby...

the only part of this I would dispute is the word WAS in the last line......
 
this is not rocket science folks. you don't test, you don't find. simple as that. the USDA and the OIE are the reason no mad cow cases have been found in the USA. NOW, Canada has taken up the bad habits of _trying_ to cover up mad cow disease. ...let's take another look shall we ;
