Broken Fuel Injector

Any ideas on how to get a broken fuel injector out. It is broken off flush with the head. I will try anything before having to pull the head and knocking it out from the bottom. Drilling and tapping wont work because the sleeve is harder than Japanese arithmetic.This is a Caterpillar 12H road grader.

Not sure exactly what that nozzle looks like, but I got a broken one out one time by carefully welding a coupling nut for all thread rod to the bloody stub, letting the penetrating oil soak in good, and putting a slide hammer on it. Just one idea.

sawgum this might not work in your situation.
Lay a nut on top of it and weld it.
