I'm a new Texas Rancher, and a green-horn. I have a chance to purchase a bull and heifer for my place. The dam of the bull is also the grandma dam of the heifer. Confusing isn't it. Can I breed them and could the offspring be registered? Anyone know??

Registration depends greatly on the breed, but if those two animals are registered, odds are their offspring will will registerable. Probably a better idea to switch bulls.
 
Can you breed them? Yes. Should you breed them? That is for you to answer for your program, but it is not out of the question. Very dependent on the animals and your specific program.

Can the offspring be registered? If the bull and the heifer are registered, then Yes the offspring can be registered. Some associations only require one of the parents to be registered for the offspring to be registered.

Can you breed them? Yes. Are they registerable? Probably. However, as a green-horn, you have about as much business line breeding these 2 animals as I would have playing with lit dynamite. Line-breeding has a place, and a purpose in the world of raising cattle - but it sure as hell isn't in the hands of newbies who have no idea what they are doing, or how to do it. JMHO
