Maybe a giant anchor bolt for concrete??
Don't recognize the particular application, but they're flush fit fasteners similar to a plow bolt. Not much wear on the head of the smaller one so I'm wondering why they're flush fit?
The small one looks familiar for some reason, I'm going to guess on a dozer or similar piece of equipment.
Edited to add: I've seen similar bolts holding flanges onto pressure vessels in my town job.

My vote is along the lines of concrete anchor also, like tamed em noted. I only think this because I have smaller ones set in the concrete that hold the uprights perpendicular to the slab on my 40x60 shop. It was here way before I was.
I think it's tapered stud to mount a wheel or some kind of drive sprocket on a hug piece of equipment.

Its a long string/rope with a series of drop lines off of it, each with a hook used for catching catfish mostly. Basically the same thing as long line fishing on the ocean, just a much smaller scale.
It is a redneck fishing device used primarily for catfish. Usually weighted with whatever useless piece of scrap metal you have handy. I don't do it often preferring rod and reel.
When is do I like to use Ford truck parts.

Cinderblocks in strong flowing water and old style window weights in calm lake water for trotline weighs.
As a young teen, I saw cinderblocks used in the Red River just West of Texarkana and they weren't heavy enough. We'd try to tie at least one end to a tree at the edge of water or a big snag that had survived several high waters.
(My uncle had a fish market in New Boston Tx for years and sold his catfish and buffalos and my brother and I got to spend a week with him most summers).
