They don't have the funds to prosecute them. Colorado passes laws and every state nearby has to pay for consequences. </p><p></p><p>This topic is a symptom of the problem. </p><p></p><p>We're so far behind as a country it will take a miracle to get back on track!</p></blockquote><p></p>
