Why not just make being on subsidies undesirable? It would be easy to control drug possession and buying if the dam government didn't hand them cash. If they had to live in public barracks that was inspected and had rules and not private housing that is for working people, it would be a big start. Kids shouldn't be buying skittles and purple drank- that isn't wise spending of my money. I've been poor more than once, I didn't get to go to the store to waste 3 dollars on crap every day. It would be easy to provide the opportunity for needy people to pick up staples. Staples are what they need to prevent starvation. Anything more than that and it is wrong. You want a hamburger- get a job. You want a private apartment- get a job. You can't keep the barrack clean- go find a cardboard box or family. You want to try again- sign up and when a unit opens up, you can try again. People need consequences- from 3 to the grave. When we protect them from the consequences, we are just enabling. Like an addict, things won't change until their is pressure for change. It has to hurt a little. We just make it easier and easier. I believe it is going to take blood shed to change it around. At some point, the system is going to break. There is always correction when a broken system is used too long, and we broke our system. I hope it starts and ends in the regions responsible. I'd give my last dollar to someone truly destitute, because I know I will likely make another. But I'm about fighting mad at the current situation of working for the lazy. Besides not enabling, How do you stop poverty? Marriage. Marriage does more to control poverty than any institution ever devised. Funny how that works. Get the government out of the baby daddy business and make people responsible for their actions. Why can a guy impregnate 10 different women and not have repercussions? Back to marriage, it is the only way that a baby and young family will have the real resources needed. You can find exceptions to almost anything, but when you look at the situation as a whole, you double a child's support network, you double the mother's support network when you have a marriage. If a girl ends up pregnant at 15, no education and not married- the odds are stacked way against them. If we didn't hinder faith based programs to teach girls self respect, waiting for marriage and they actually graduated and got married first- we would solve most of our problems.
