Wondering why you ignored the label?
I don't give a vaccination except per label instructions.
Should still work though. Next time read the label before you shoot your cattle with it.

IBR, Type I & II BVD, PI3, and BRSV (all MLV)

Administer
Administer 2 mL dose intramuscularly. A single dose is recommended followed by a second dose of monovalent BRSV 2 to 4 weeks after the first dose. Annual revaccination with a single dose is recommended.

The label states IM, why would you choose to give it differently?

My educated guesse would be that you got some effect but not the fuul effect that you were after. I would give a booster in 14 days.
