The headache im having, is i have a 30 hp tractor my big tractor is getting sold as is broke down of course. If you can't afford another tractor what would be the best way to move hay to the hay ring in the winter. As was thinking about adding weights to the front or getting a hay buggy for the tractor do yall believe this would work? The tractor weighs 2600# and im in se texas sand soil.

And then move the fence and hay ring to the hay allowing the cows access as needed in the winter.
That way you wouldn't need to move the hay bales at all.

Tough to do because I have to two different locations that i feed hay to cows
 
Depends on the tractor you are using to lift. What model is it? What size bales etc? I still move bales by rolling on a car hood and dragging with the ranger or 4 wheeler if extremely muddy and don't want to rut out the field that may be a option.
 
hay dolly works pretty well but I'm kinda with Sky and Fence car hood or sled, we used to flip rounds onto a sled and move with an 8n. Just drag in place and drag bale off flip on end throw ring around.

Its a kubota l3200 with strong hydraulic i guess i could rig up something like sky

What about something like an old Massey 35? Slightly bigger an IH 574 has plenty of power to lift a bale, and if you have a bale spear on 3 pt you don't need 4x4 in most cases.. Just about any tractor will lift a bale on the back if you have the weight in the front.

Below is your tractors specs have you tried to lift a bale with it yet?

What color is it? :). Fuel injection pump prolly misdiagnosed
Wheel seal leaking? Fill up differential ...and I don't need no sissy power steering to put out hay! :)
 
Probably the most successful cattle man I ever knew, never started a tractor all winter. He would sit hid rolls along a fence, with them spaced out maybe 30'. When it was time to feed another roll, he'd move his lectric fence to expose the next roll, then move his hay rang. There was some stockpiled grass with each new roll as well.
