I don't know about where your at , but the buyers here will hold bull calves if they are mixed in with steers.
And there is a price difference.

I must be doing something wrong . I want my heifers to calve at 24 mo. and then every 12 mo after that . By the time they are 7 ( give or take 45-60 days ) they need to have calved 6 times..

No need for a cow to be that fat , From the pic it looks like they spend to much time at the feed trough.
Are they bred ? When was the last time they had a calf?
If your going to feed her She better breed back or she's a cull .
I've seen alot of twin bulls sell to commerical breeders. If its a runt its needs to be culled at weaning .
This one will work , I used one this year on some 400-500 lb. calves. We wanted to band some Reg. bulls and not have to wait for them to heal this fall

Have the cows tested ,the state will pay for the tests. You will need to wait to have the heifers tested until they are older.
