So I have had two cows with woody tongue in the last six months. I know a Iodine solution is the preferred treatment but my cows were pregnant so they suggest treating with Oxytetracycline which I did. In both cases the cows recovered.

So now the question, I have read that putting out high Iodine mineral blocks to help fight getting this in the first place but will these blocks also give pregnant cows a higher chance of abortion?

FWIW, I've had pregnant cows with woody tongue and lump jaw treated with sodium iodide IV and they did not abort. Possibly because I caught it early and they only needed one treatment? Dunno. But my vet felt that was the best treatment, he felt the risk of potential abortion was very low, although he did propose the option of LA.
