Routine. After 9-11 Congress investigated and asked a LOT of questions why the intel community didn't keep congress and the public more aware of possible threats. The end result was that DHS was created and they are mandated by congress to publicly issue security threat bulletins. As one expires, a new one is issued. If there is a specific threat, then an Alert (rather than a bulletin) is issued. There are 3 levels of Alert conditions, (similar to the Defcon levels but they are different than these mandated bulletins. Gone (presumably forever) is the "[I]"There’s always an Arquillian Battle Cruiser, or a Corillian Death Ray, or an intergalactic plague that is about to wipe out all life on this miserable little planet, and the only way these people can get on with their happy lives is that they DO NOT KNOW ABOUT IT!"
