When is the best time to sell cull cows?

The best time to sell is when you need to get rid of them. Keeping them longer can cost you money. With that said and if they are not costing you anything to hang on to them for a while, I would say sell in the late spring when the grass has started growing and farmers are looking for cows to eat the grass.
Otherwise sell her when you wean the calf.
 
The answer depends on several things. Regionally there will be a seasonal price difference. Here the highest price is in mid June just before summer barbeque season and fairs start. The lowest price is in November right after the fall cattle come to town.
Is it a light cow that you can add weight and increase price by feeding cheaply? A thin open cow in the spring can help take off spring flush of grass and add value to herself while doing it. On the other hand a cull cow going into the winter where you will have to feed her will almost never make enough more to pay for her feed.
