It's a two handled thingamajig to stitch feed sacks closed.

I showed the photo to my husband (who remembers the olden days) and he said the same thing.
 
It should work like a modern sewing awl. Run the thread thru the loop and the eye of the needle push the needle thru the sack grab the thread and pull it thru longer than the length you are sewing. Pull the awl out and move over an inch and stick it back thru this time when you ease it back some.there will be a small loop put the loose end off of the first stich and pull the awl out pull both strings snug continue across the sack with same stitch until it is sewn up.
