Looks to me like probably just lice. Pretty common in early spring.
We use a pour in dewormer.

She's been rubbing on a tree or something probably for lice but could be just trying to get that winter hair off .

I like Clean Up for lice. I only have one cow that gets it every year, like clockwork (and she's 14). Hit her early with a hefty dose and it doesn't spread.

Could be lice, but with lesions concentrated around the tailhead, I'd be leaning toward psoroptic mange, causes by Psoroptes ovis mange mites. For whatever reason they tend to congregate on the lower legs and up around the tailhead.

Mange and lice should die from the same treatment, so I would think a dose of Clean Up II would get them

Looks to me like she was in heat and the other cows rubbed the hair off of her while riding her.
