I have recently rented a piece of property that is low, dries up in the summer but stays wet all winter and spring. Is there any kind of pasture you can sow that likes this type of soil ??

Jiggs bermuda if you are in the south.
Reed Canary, but it will take over (invasive as the dickens) and cows won't eat it unless that's all they have.

Reed Canary was my thoughts too. Or wild rice of it's wet enough.
 
They have some hybrid canary grass varieties now that have improved palatability. Have a stand of it and cows eat it fine, just don't let it get too tall.
 
I'm located in N. Alabama and for this area its really wet in my opinion. If you drive a utility vehicle across it today in places it will make 6-8" ruts. I think the wetness can be helped a lot with minimal dozer work but just wanted some ideas on everyone else's experience.
