What’s this object

Anybody know what this is? It's something from an older gentleman's belongings who recently passed away. He was always getting things at sales and didn't know what half of it was.
 
Thanks for the input. I googled trot line and cotton scale weight and didn't find and exact match. Still a bit mysterious.

Weigh it and if it weighs 8 lbs then its probably a counterweight for a cotton/grain/tobacco scale. They are called pea weights and normally are 4 or 8 lbs depending on what you are weighing.
