I have an 05 dodge with a cummins I love it. I get 21mpg empty, and the worse I have ever seen was 8mpg and that was pulling a 4000lb trailer with 8 bulls in it up a mountain on dirt roads. They are reliable, efficient and long lasting. I have driven all of the different diesels for work trucks over the years, and I wouldn't spend my hard earned money on anything else.
 
you could probably find a decent 94-97 Powerstroke for under 10k. Check Craigslist or the Powerstroke forums and look for one from an area that doesn't salt their roads.
