I needed to cut holes in 2-7/8 pipe to put in gate hangers.
My son said a unibit/ step bit would do it.
I was skeptical but wasn't really wanting to chance a torch with high winds and tall grownup grass in the ditch.

It cut through it surprisingly easy.
Little 3/8 drill, unibit and a little oil
Cut a 3/4" hole and the hangers fit nice and snug

 
they are really handy.. even the cheaper ones.. I'd like to get a 1 1/2" one in decent quality but the prices are prohibitive.

They work pretty well to make bigger holes in washers, etc, the material should be thinner than the step size though
