Ok. Hear me out; if the less fortunate children were using phones to communicate about crimes, and said, 'yo, diggity, meet over there.' Is that not organizing? And hence a Federal RICO crime? The Feds seem to have plenty of money to build even more jails. Wait, maybe the IRS

If I recall correctly, there were people posting on Fakebook, pictures and bragging on their ability to 'make a steal'. Some had the prices and were trying to sell said items. So, maybe something to watch. Like Portland, Government didn't act fast, butt some of those people are going to jail.
