Who is testing the content of protein tubs and cubes and how often are these test preformed?

I have been told from purina and Smartlic that on their tubs they sample every batch

Don't believe it. They'll spot check some but not all. All companies fail test done by the state from time to time but 95% of the time the product will meet or exceed guarantees. These things just happen.
