When giving the annual vaccinations to breeding cows, is it best to do so around 4 weeks before calving or does it matter?

Depends on what you are giving. Some vaccines are not safe to use on pregnant cows.

a 5 in 1 vax - for tetanus, enterotoxaemia, black disease, malignant oedema, blackleg.

Just make dure it says its safe to use in pregnant cows and you should be fine.
