Was feeding a little bit ago and notice one of my cows had her tail curled up over its back like a cat and pointing straight out. What was she doing?

sometimes they do that when they have heel flies. and then they haul butt. i doubt you have many flies that far north yet, though. they also sometimes stick their tail out when they have just been bred. But it is 2004, so your freak tail stiffness theory could be right too. who knows?
