Staggers

I was wondering if people could throw a bit of light on staggers? I've heard it's related to phalaris and we cut ours off 6 weeks ago. It's grown fairly fast and is now about 5 inches tall. When is it safe to put my heifers on it? I live in Aus. and it is Autumn at the moment. Any info appreciated, Jo
