May just be me but I think the fall planting is the best time to get that established. I can't answer what else to plant I only plant grasses clovers and some alfalfa in which I do that in the fall.
 
There are several forage brassicas that should work.....

this past fall we planted forage Mustard....but the cold this month apparently has killed it out as I do not observe any.....

I think it would work well for spring as well.....there are forage turnips as well....

here is a web site with a lot of grazing forage and cover crop information.....I am pricing some spring and summeer cover cropp seeds from them right now....talked to the regional rep yesterday and they are going to give me some prices early next week....
