small bull

I have free acess to a yearling bull that is pretty short in the legs.(stocky) will he be able to get the job done? actually saw him trying to breed today but he came up short the two times I saw him jump. The cow didn't move either. Or should I belive in the adage " Where there is a will there is a way"? or should I try to get another bull? I dont want to find out next spring that he didn't do his job.

My thoughts on the subject are, if you have seen him fail, why take a chance, and has he had a BSE done?
