Sickly calf

I've got a 3 month old calf that has a "leak" from her rectum. She has full bowel movements, but "leaks" all the time; her tail stays wet and poopy. I've never dealt with anything like this and have already treated for scours. Should I be looking more into a possible worm or bacteria (or lack of) in the stomach?
 
Ken, she does move her tail. We actually call her "little wagger," because she gets excited and wags her tail when it's feeding time.
 
Worming her wouldn't be a bad idea. What has your worming protocol been on your mamma cows?
Is she eating off of sandy ground or nibbling on dirt? I have seen horses do that when they have sand in their gut. Also when they have ulcers. I know they have a whole different digestive system than cattle, but just throwing some thoughts out there.
 
at 3 months she could also have coccidia , take a fecal sample to your vet to check
you use corid to treat for that
