There are so many safety nets for people these days, if you manage to fall all the way to the bottom, you had to really do some dodging.
 
What really pi$$es me off, in and around Charlottesville, the Fire Dept., part of their annual fundraising, they would "work" intersections doing a boot-drive, with the goal being to fill the boots with donations. They were told, by the City, thy could no longer do it. But you will find these panhandlers at EVERY and ANY intersection throughout the city of C'ville.

What you have to realize is that those going to the bottom are usually not doing so intentionally. The vast majority of them have some sort of mental health issue that inhibits their ability to make rational decisions. Others have massive medical issues that may not show up on the surface (ie seizures) while doing a drive by at 55 MPH. Yes, there are the deadbeats, but there are also the cheats that get to the top of the economy in unethical ways.
