That is a no brainer, screwing the tax payer is in the job description or at minimum common practice of so many agencies. Therefore you would only need to prove the other participant was employed and paying taxes. Open and shut. The main difference is that they wouldn't have been in a motel, it would have been a hotel, the object falling would have been spirits purchased on the US credit card, and then we would spend a few million researching the incident, coming up with new recommendations for safe work place intercourse, and filmed some creepy video showing couple making out, suddenly stop and check the head board before smiling and proceeding at a cost of only a few hundred thousand.
