I doubt that Roosevelt intended for Welfare turning into what it has become - being abused. The nation was in a whole different place when it was created.

No, but he certainly had a philosophy that set it all in motion.

Well, Civilian Conservation Corps (part of FDR's "New Deal") was a good idea at the time. It was "welfare", but welfare you had to work for. My father did it--went off to Fort Collins Colo and hauled and debarked pine trees to build some kind of structures in state and national parks. Pay was dismal--I think about $30/month and $25 of it had to go home to their family (wife/kids or parents). They did some good things here in Texas. Built state parks like Bastrop, Balmorea, and Goliad.
LBJ took that premise and just ctrl/alt/del the work part, and that's how we ended up where we are today.
