ring on cows neck

I have a registered herd of Limousins and recently have had a couple of black bulls to start growing a ring of white hair on thier neck and front shoulder about the size of a basketball. Its seems that niether had it as a calf but got it later and it is almost exact on both bulls. Some folks say it is a milk ring or birth mark. Is that possible ??Thanks
