How long can a cow go with retained placenta? This is a mature cow that has calved several times and just had twins 24 hrs ago. She isn't mine but the neighbors.

Retained placenta(s) with twins is not unusual. Tell your neighbors to keep a close eye on her & stay in touch with their DVM.
 
A shot of oxytet 300 and some oxytocin and she should be good to go.
I used to clean cows that hadn't cleaned. (Nasty job) usually 2-3 days is about right. The placenta has decayed enough to make it easy to detach from the codaleadens, but the cervix is still dilated enough to work.
