proper vaccination

Three weeks ago we had just vaccinated our calves for blackleg. Someone told us to make sure we stick the needle under the skin on the neck. On one of the calf, I didn't get far enough into the skin and didn't realize that until I was half way finish putting in the vaccination. Now the vaccination is on the neck and it is not going down. It has been weeks and I am concern it might become infected. When I touch it, the calf seems to be real sensitive to the lump. It also feels really hard like it is about to burst. Should I consult a vet about this?

If you are a novice I would consult a vet. However I would stick a needle into the lump and see what I could draw out. If it is infected I would lance it to drain and adminster a antibiotic.
