Now the mama's penned up, with hay down, in a confined spot with a head catch on one end. We can see contractions about every 15 minutes, & she pushes out about a cup of blood each time. Is that normal? Never really saw the water break but there has been a lot of blood/slime. Suchure stitches have been cut.

No, blood does not sound right. Sorry, but it might be time to call the vet again. Boy don't you hate it!
Maybe someone else has more to say about it. Maybe a cow "pockets" the blood from the prolapse, but does NOT sound right or good to me.
This is probably mute, because something must have been done by now.

There's a lot of water, liquid in there. Probably just partially blood. If it's all blood she ain't going to make it.
Get the vet out, add more money down the tubes.
