My wife was hired as a teenager to "babysit" a dog that the owners treated like a human baby. They put it in a carriage to push it around, and they put diapers on it. It seems to be a trend that has mushroomed as time has gone on. Pets are becoming pseudo children and society has gone from tolerating it to encouraging it.
It might be more prevalent, but it's not new. I remember my father telling me about a time when he still lived with his parents, and a couple who lived nearby were moving to town and couldn't take their dog.
My grandfather liked dogs, so he said he'd take it. My father went with him to get the dog, and the people were telling him about how the dog would only eat things like steak. My grandfather just said okay. Dad said the dog was put out in the yard with the other dogs, and fed table scraps. He said the dog ignored it for a day or two, but then he wasn't so particular.
