Pacing TWH

I have a TWH that paces horribly to the point of pacing the lope (if you can imagine that!) It's kind of a cross-fire in the lope only really, really bad! Looks pretty funny! I've done some flexing exercises with him-nothing real consistent. Any ideas on how to get him to lope normally?!
 
My wife is in charge of our TWH's. But some thoughts of mine...

TWH's are supposed to WALK with long strides. Her experiences with trail rides is that her TWH can "out walk" a quarterhorse with no problem. I think the "pace" is not a desired movement. Also, the TWH as a "gaited horse" is not supposed to routinely (under saddle) lope, gallop, canter. They can walk fast and run. Am sure the're combinations of the movements. They are also famous for the "Running Walk". The TWH, when in proper gait, will nod its head in cadence to its footfall. In the Running Walk they can cover a lot of ground with ease and smoothness.
