Of goatheads and clover

I bought a forclosure that went neglected for a year and the goatheads have settled in. Any advice on how to remove them? We're spraying the plants to prevent new seeds, but I have a feeling this will take years. I've heard to till the soil up, does this work at all? Also, I've heard that planting clover will choke out other weeds. Does this work, or will it get out of control as well?
