Newborn calves hooves sloughing off

We have had several calves a week to two weeks old that would start laying around all the time. They would lose the hair on their knees and their hooves would slowly slough off. We purchased a new bull thinking it was a genetic problem, but it has started again. We have been to the University of Missouri vets school, but they didn't have an answer for us. We have talked to the vets around here and haven't found the answer. If anyone has suffered the same problem or has any answers for us, please let us know.

phytotoxins from moldy feed
fescue? (we don't have it around here so I'm guessing based on what I've read...)
selenium toxicity
