More aggravation part 1 million something

This is a problem in Kentucky. There is a legal process for closing a county road but it is rarely followed.
County governments do not want to maintain these old roads due to the cost, yet they are reluctant to close them while they are still used by adjacent landowners. They just quit listing them as county roads and claim no responsibility. But they might even still work on them if the right person requests it.
This leaves a sort of legal limbo you do not want to be involved with if you can help it.

That's more true than is comfortable. I've seen fire departments that do something similar. End of year they buy all kinds of things because "if we don't spend it we won't get the same amount of funds next year"
 
Yup. And included past due bills.
My neighbors in the duplex apartment I'm staying in while on this project are going through a divorce I guess, I really don't know if they are even married. It is comical for the most part and brings up a lot of memories, but some of it is sad and ridiculous which also brings up a bunch a memories. I've been in construction most of my life and have seen tons of divorces go in the jobsite dumpster, including mine.
 
If you can hide it put up a game camera. Get a license plate. If you get one with a SIM card from a cell company you can catch them in the act if need be.
Add even more fun to that!
Load it back up and dump it in their driveway. Just enough they can't get their cars out.

Deal with the rest later

People are pigs. County won't take care of it, just have to step up and do it for them. If the county calls, be sure to tell em it ain't their right of way to maintain
County supervisors understand the power of the vote and the negative publicity especially at voting time. Don't be bashful, keep notes of who what when and where. Who ever you deal with probably want get their hands dirty which means it's not that hard for them to pass the orders. If by chance you hit pay dirt follow up with loads of "thank yous".
 
And another reason to be glad I live in very rural Oregon. If someone dumped some place other than the landfill they would be in deep trouble. If there is anything which would identify them they would get a visit from a deputy. Made to clean things up and get a $500 ticket for their efforts. But it is not just that. I believe it is part of the culture. People just don't littler here. They are proud of how things look and act accordingly.

The fines here in Arkansas are up to 1000 for first offence, 2000 for second offence but most of the time the judge sentences community service which mainly is picking up trash along the public highways and at parks. It's an issue everywhere and even worse where there is a large Latin or Hispanic population. We as a country teach the ill effects of littering at a young age but in the Latin countries, most never see a trash can and if they do, it's always full because they do not have government programs to take care of the trash. In the US it's a huge industry of it's own and just the highway litter alone cost over 11 billion to keep cleaned up.
