It could be ringworm or lice. You can treat with wormer for lice and there's anti-fungal stuff for ringworm (or iodine spray). You can also leave it alone and it will probably clear up in the spring.

it could olso be stress or fever! has the calf been sick?

Was they born without hair? We had a heifer last year born without hair on her hind legs or belly, and a few other spots. She's healthy, nice size, no lice or ringworm. Nobody had any ideas what was wrong or ever saw it before. She still has only peach fuzz on this spots and where she does have hair she's wooly. Just thought i'd share and if you here anything let us know. We think it is something to do with that is hereditary. Even though we've never had a hairless wonder before.
