The toolbox mounted under the bed of my ton truck, leaks like a seine. I wouldn't carry tools in it anyway probably, but it is a good place for straps, chains, booms, etc. pretty well has an inch of water standing in it all the time. The straps smell like middle eastern goat hind end. Will I regret drilling a couple holes in the corners to let water out?

I honestly think it's designed to leak.
 
I have the same problem with one and the drain holes help considerably. Still haven't been able to completely stop the leaky seal so I just keep oil and grease in this box.
 
I knocked 2 holes in it. One in the front, and one in the back. Had a couple of pressure treated 2" X 8" laying. I made a little platform to keep everything up off the bottom.
