Ya had the little lever on the other side in the wrong position?

Close. Brother in-law borrowed tractor without me knowing and turned the adjustment knob at the bottom of the seat to the off position. Since I am the only one running MY tractor (so I thought 
) it never dawned on me to check the knob. This is why I never loan out tools. They never come back in the same condition.
